The ASPEN, ISS and AVALANCHE programs were developed during 1992-1996 for the Field Systems Group under several federal grants to Boise State University. I was the principal software developer of ASPEN and ISS, played a key role in CDLIS and SAFER integration, and in the formation of the Blizzard (aka Avalanche) strategy.

ASPEN was originally developed in Penpal and ran on early pentop systems. It was deployed to ten States in 1993 for beta-testing. From 1994 to 1996, it was refined and redeveloped in Delphi 1.0 to support the printing, communications and schema needs of forty different State governments.

AVALANCHE was a communications handler designed to control differences between the ASPEN and SAFETYNET programs, due to radically different rates of development. It was also responsible for downloading automatic updates to the ASPEN pentops.

ISS is a rating system designed to target motor carrier inspections towards trucking companies with the highest non-compliance rates.
